Nghiên cứu này xem xét tác động của du lịch, tiêu thụ năng lượng tái tạo và đổi mới công nghệ lên lượng phát thải CO2 tại Việt Nam trong giai đoạn 1995-2020. Ứng dụng mô hình phân phối trễ tự hồi quy (ARDL) kết hợp với phương pháp kiểm định đường bao về mối quan hệ đồng liên kết, nghiên cứu đã cung cấp các bằng chứng về mối quan hệ giữa các biến số này cả trong dài hạn (...) và ngắn hạn. Kết quả cho thấy, trong ngắn hạn lẫn dài hạn, du lịch có xu hướng làm tăng lượng phát thải CO2, trong khi việc tiêu thụ năng lượng tái tạo giúp giảm lượng phát thải. Đổi mới công nghệ cũng giúp giảm lượng phát thải CO2 ­ trong dài hạn, tuy nhiên chưa có bằng chứng về tác động này trong ngắn hạn. Một số khuyến nghị chính sách cũng được đề xuất dựa vào các kết quả nghiên cứu trên. [This study examines the impact of tourism, renewable energy consumption, and technological innovation on CO2 emissions in Vietnam over the period 1995-2020. Applying the autoregressive distributed lag (ARDL) model combined with the envelope test method on the cointegration relationship, the study has provided evidence of the relationship between these variables over the long term and short term. The results show that, in the short and long term, tourism tends to increase CO2 emissions, while renewable energy consumption helps reduce emissions. Technological innovation also helps reduce CO2 emissions in the long term, but there is no evidence of this impact in the short term. Open access (OA) is a set of principles and a range of practices through which research outputs are distributed online, free of access charges or other barriers.[1] With open access strictly defined (according to the 2001 definition), or libre open access, barriers to copying or reuse are also reduced or removed by applying an open license for copyright.

Ecofascism as a tradition in Environmental Ethics seems to burgeoning with potential. The roots of Ecofascism can be traced back to the German Romantic School, to the Wagnerian narration of the Nibelungen saga, to the works of Fichte and Herder and, finally, to the so-called völkisch movement. Those who take pride in describing themselves as ecofascists grosso modo tend to prioritize the moral value of the ecosphere, while, at the same time, they almost entirely devalue species and individuals. Additionally, these (...) ecofascists are eager to reject democracy, the idea of progress in its entirety, as well as industrialization and urbanization. They also seem to be hostile towards individual autonomy and free will. In this short essay I will present and discuss Kaarlo Pentti Linkola’s approach to environmental ethics, one that could be well described as the epitome of Ecofascism. I will argue that his arguments are neither sound nor documented, and I will conclude that Linkola’s overall approach is, in my view, contrary to the purpose as well as to the very essence of morality. Publishers are signing transformative agreements with different research institutions and funding bodies across the world. These agreements establish that the institution or funder makes a block payment in exchange for an annual quota of OA papers allowing their affiliated authors to publish OA in an agreed list of journals, at no extra cost to the individual author. This is a step towards the transformation of these journals into a Gold (commercial) Open Access regime. -/- In January 2023, the members of (...) the OA working group contacted the editors of the 27 journals listed as relevant for the field of philosophy of science on the website of the Philosophy of Science Association. We asked the editors-in-chief two questions: 1) Did your publishers discuss any plans to transition to gold open access exclusively with you? If so, how would it work? 2) If the publishers did contact you regarding this matter, what is your view on the project? -/- We collected 22 answers. The executive summary is: 10 of the 27 journals have started the transition to Gold Open Access, although many editors are not aware of this shift, but they wouldn’t support it, and many are actively against it. Kimberlé Crenshaw arrived at her famous phrase “intersectionality” by carefully thinking through speeches and writings given to us by early Black feminists, such as like Sojourner Truth and Anna J. Cooper. In this paper, I expand on this groundbreaking work in two somewhat surprising ways. First, I bring the ideas of these early Black feminists together with important, related proposals from W.E.B. Du Bois, Karl Marx, Hannah Arendt, and Simone de Beauvoir. Second, I relate these works to central ideas in (...) Kant’s practical philosophy in an effort to develop a Kantian theory of intersectionality. In addition to grasping the distinctive, destructive directions of oppressive forces aimed at women, the poor, and minorities, I seek to understand better the new, violently destructive elements found in European modernity, as evidenced both in European colonialization as well as the Holocaust. -/- This book is published under the OA CC-BY 4.0 license. This contribution explores disability rights protection in Inter-American States within the framework of the OAS and in the context of the obligations established under the CIADDIS and the CRPD. Following the classical division between ‘primary’ and ‘secondary’ rules, the contribution first sketches key regulatory initiatives in the area of disability rights and second considers compliance and enforcement mechanisms. Along these lines, the first section illustrates similarities and differences between the CIADDIS and the CRPD and, within this framework, essential regional regulatory (...) initiatives. The second section assesses disability rights in select countries, based on periodic reports under the CIADDIS and CRPD. The section examines the four largest countries by population in the region, notably, the United States of America (US), Mexico, Brazil and Colombia. The third section explores the enforcement of disability rights via key cases before the Inter-American Commission on Human Rights (IAComHR) and the Inter-American Court of Human Rights (IACtHR). The purpose is providing a comprehensive understanding of disability rights in the region and identifying key regulatory problems and ways forward. (shrink)

In this article we raise a problem, and we offer two practical contributions to its solution. The problem is that academic communities interested in digital publishing do not have adequate tools to help them in choosing a publishing model that suits their needs. We believe that excessive focus on Open Access (OA) has obscured some important issues; moreover exclusive emphasis on increasing openness has contributed to an agenda and to policies that show clear practical shortcomings. We believe that academic communities (...) have different needs and priorities; therefore there cannot be a ranking of publishing models that fits all and is based on only one criterion or value. We thus believe that two things are needed. First, communities need help in working out what they want from their digital publications. Their needs and desiderata should be made explicit and their relative importance estimated. This exercise leads to the formulation and ordering of their objectives. Second, available publishing models should be assessed on the basis of these objectives, so as to choose one that satisfies them well. Accordingly we have developed a framework that assists communities in going through these two steps. The framework can be used informally, as a guide to the collection and systematic organization of the information needed to make an informed choice of publishing model. In order to do so it maps the values that should be weighed and the technical features that embed them. Building on our framework, we also offer a method to produce ordinal and cardinal scores of publishing models. When these techniques are applied the framework becomes a formal decision–making tool. Finally, the framework stresses that, while the OA movement tackles important issues in digital publishing, it cannot incorporate the whole range of values and interests that are at the core of academic publishing. Therefore the framework suggests a broader agenda that is relevant in making better policy decisions around academic publishing and OA. (shrink)

“Todo o poder emana do povo...” “ Todos são iguais perante a lei...” (BRASIL, 1988) Estes pequenos trechos, respectivamente do Parágrafo Único do Artigo 1º e do Artigo 5º da constituição brasileira de 1988 não foram redigidos por acaso, ou porque os legisladores assim quiseram, pois acharam que soaria bem; e nem porque de fato acreditavam nisso, mesmo enquanto representantes escolhidos pelo povo, quando de sua promulgação. O Brasil como membro fundador da Organização das Nações Unidas, incorporou em sua constituição (...) diversos pontos da Declaração Universal dos Direitos Humanos (ORGANIZAÇÃO DAS NAÇÕES UNIDAS (UN), 1948). Em 1992, o Brasil se torna signatário da Convenção Americana Sobre Direitos Humanos (ORGANIZAÇÃO DOS ESTADOS AMERICANOS (OAS), 1969), (também conhecido como Pacto de San José da Costa Rica) que existia desde 1969, e que provavelmente não fora ratificado antes devido ao, vamos chamar assim, Estado de Exceção (1964 a 1985). A teoria é que estes tratados permitam uma maior igualdade entre as pessoas, se agreguem à política e às agendas de seus países signatários, e de alguma forma, tenham valor de lei ou ao menos de referência em questões legais. Em última instância, se alguma lei local não tiver como decidir por algo, recorre-se aos tratados internacionais. A ideia por trás deste artigo é analisar o viés individualista destas cartas, remetendo sua origem a Hobbes e Rousseau, mostrando a manutenção da desigualdade entre os homens. Vale ressaltar, no entanto, que seus artigos – são 30 no da ONU, e 82 no da OEA - transpassam, perpassam e unem diversas obras, de forma que fica impossível tratar de apenas um autor ou obra específica nos trechos analisados. Imagine that you are part of the editorial board of a young bioethics journal committed to publishing open access (OA) and to ensuring accessibility to high quality and innovative scholarship. To support junior and interna- tional scholars who might not otherwise find places for their work in the leading Western bioethics journals, you do not charge author fees. Imagine also that you have no financial resources to pay for a professional website, auto- mated submissions manager, or even a part-time coordina- (...) tor: Your government has cut all grants for journals, you cannot go to industry for private funding because of the evident risk of apparent conflicts of interest, and your strapped-for-cash institution cannot afford to offer you any support. If one of the major publishers were to approach you to sign a deal, the temptation would be strong to accept. However, this would likely mean putting aside your ideals: It would be impossible to stay a “Green OA” publication (i.e., free of author publication charges) or supportive of junior and international scholars (because of pressures to “increase credibility” through artificially high rejection rates, for example). Abstract: Pakistan has been affected by the outbreak of COVID-19 and government took effective initiatives to deal the prevailing situation in a possible means. Likely, in the education sector government adopted online learning process across the country and adapted the electronic learning environment in order to seize the spread the pandemic. This study investigates the perception of students regarding their adoption of digital assessment during COVID-19 outbreak to evaluate their educational activities. Digital assessment is also considered as electronic assessment in (...) which students educational evaluation is materialized to encircle the online examination, assignment submission, and calculation of candidate's study progress. The aim of this study is to provide an empirical investigation of online via discovering the intentional approach of electronic learning users in Pakistan during COVID-19 outbreak. The interpretation of the questionnaires of student and teachers is based on the data that has been collected from the public universities in Sindh. For investigating users of digital assessment behavioral determinants were applied in which (PEOU, PU, SI and OA) measured with and intention to use digital assessment (ITDA) and proposed determinants users intention during the outbreak of the pandemic. The prevailing survey study follows the conceptual proposed framework model that assists to investigate the users' perception towards students' online assessment. For the data analysis 413 questionnaires were distributed and 286 respondents feedback restored by filling the research items online means. Moreover, SPSS version 24 was adopted and hypothesis tested through egressions and correlations. The research is confined to higher education and online learning system in Pakistan needs to be examined at higher secondary and country level. (shrink)

Domestic violence is identified across the globe as a menace as it poses a threat to the mental health of its victims, the significant others of the victim and the security of a nation at large. In some cases, the victim of domestic violence is a pregnant woman and harm is caused not only to a woman but her fetus also and this calls for urgent psychological assessment and intervention. Although there is no doubt that psychological tests are effective in (...) the assessment of domestic violence, using the psychometric properties obtained from a different population may produce generate inaccurate findings. This paper therefore attempts the validation study of Women Abuse Screening Tool (WAST) using a sample of 379 pregnant women attending antenatal clinic at the State Specialist Hospital, Osogbo, Osun State, Nigeria. The study derived a Cronbach’s Alpha Reliability of 0.758, p <.05 and a Guttman split-half coefficient of 0.683, p <.05. Furthermore, concurrent validity of Women Abuse Screening Tool (WAST) and Ongoing Abuse Screen (OAS) was established as 0.29, p<.05. The norms of the instrument were given as 2.38 for tolerable level of domestic violence and 5.79 for severe and pathological level of domestic violence. Authors conclude that Women Abuse Screening Tool has acceptable psychometric properties to justify its usage for the assessment of level of domestic violence among pregnant women in Nigeria and other nations with similar socio-cultural backgrounds.
